2022 Diocesan Annual Meeting of Convention House Rules

The 134^th Annual Meeting of the Convention of the Diocese of Oregon will be held remotely on Saturday, October 29, 2022 using an electronic meeting platform.  All voting delegates who log into the platform will be considered “on the floor” of the Annual Meeting.  Alternates and guests will not be allowed on the floor but will instead be allowed to view the Annual Meeting through online web streaming.

DELEGATE CHANGES must be reported by the cleric, senior warden or vestry/bac clerk of a congregation by Tuesday, October 25, 2022, using the delegate change form available here.

No LATE RESOLUTIONS will be accepted because there will be no chance for a hearing once the Annual Meeting has convened.

At the beginning of the Annual Meeting, a QUORUM shall be determined when Clergy from a majority of the congregations entitled to representation and Lay Delegates from a majority of the congregations entitled to representation are present on the electronic platform.

During this year’s Annual Meeting DEPUTIES TO GENERAL CONVENTION will be elected using majority vote.  In the event four lay or four clergy deputies are not elected by the fourth ballot, the fifth ballot will become a plurality vote, with highest vote totals to determine the final deputies.  Following an election of four deputies in each order, one final ballot will be cast with the remaining nominees where plurality will determine the order of four alternates in each order.

VOTING will primarily be done using electronic polls but may also include using the Raise Hand function in the electronic platform.

RAISE HAND will also be the way delegates indicate a desire to speak, such as to ask a question, to make a motion or amendment, or for a point of order.  Before speaking, the delegate must wait to be recognized by the President of Convention or a designee.  Delegates will first identify their name and congregation before speaking.  Delegates will be muted upon their arrival on the floor and will be expected to remain muted, unless called upon to speak.

In DEBATE, delegates will have 2 minutes to speak, and no one may speak a second time until all those who wish to speak on the item of business have had the opportunity to do so.

ALL MOTIONS TO AMEND either the Budget, or a Resolution of Policy, need to be in writing, using the chat function.  To more easily identify what is being amended, written submissions should also include the line number within the Budget or Resolution of Policy where the change will happen.   Amendments should be directed toward the Secretary.

The CHAT FUNCTION of the electronic platform should only be utilized for business when the Annual Meeting is in session.  Delegates should not type in the chat except to officially file an amendment or if otherwise directed.  Delegates should also avoid typing to help resolve issues being discussed, because even though it relates to business it makes it difficult to track if something really needs to be read (think of it as extra noise in a roomful of people where one person is trying to be heard). In this instance, a delegate should use the RAISE HAND to identify a wish to speak.

Roberts Rules of Order Newly Revised, 12th edition, will be the parliamentary authority for this Annual Meeting.

The annual budget of the Diocese of Oregon is presented to delegates at Convention for approval by vote.

The Preliminary Budget and Narrative documents were circulated to the Diocesan Council and approved in June, 2022.  They were then sent to the Diocesan Convocations for review.  Feedback from the Convocations was received by the Management Committee of Diocesan Council and the Bishop's Staff in August, after which the budget and narrative were revised and resubmitted to Diocesan Council for review and approval.  The result is the Proposed Budget and Narrative for 2023, which will be presented for review and approval by the delegates at the Diocesan Convention on October 29th, 2022.
